본고의 목적은 독도 편입조치 전후의 지리지 특히 당시 일본의 지리학계를 대표하던 『지학잡지』에 나타난 울릉도·독도 기록을 통해 당시 일본의 울릉도·독도 인식을 검토하는 것이다. 『지학잡지』는 1879년에 창립된 도쿄지학협회의 기관지로, 이 협회 회원은 메이지 정부의 정치가, 군인, 외교관, 화족 등으로 구성된 수뇌집단이며 잡지의 성격은 메이지 정부의 팽창정책에 중요한 역할을 수행하고 있었다. 본고에서 밝혀진 것을 정리하면 다음과 같다. 첫째, 흑룡회의 『한해통어지침』의 기록처럼 동해상의 하나의 섬 ‘양코섬’을 발견했는데 이는 서양과 일본의 해도에도 없는 새로운 섬이라는 것이다. 둘째, 구정부인 에도시대에 오키노시마와 호키노쿠니, 하마다번에 부속하였으나 도쿠가와막부가 조선에 건네주었고, 1905년 죽도 편입으로 일본제국의 새로운 영토가 되었다고 정당화하고 있다. 셋째, 메이지 정부의 태정관 지리과에서 독도에 대한 일본의 영유를 부인했다는 사실을 인정하고 있다. 즉 에도막부와 메이지 정부에서 조선에 넘겨주었지만 리앙쿠르호가 ‘양코섬’을 발견하기 이전에 오키노쿠니, 호키노쿠니, 이와미노쿠니의 부속으로 있었다. 그 섬을 새로 발견하여 제국의 신영토가 되었다고 인식하고 있었다. 그러나 이것은 지리학계의 의도적 오판으로 다분히 정보 유포의 성격이 강했다고 하겠다.

The purpose of this paper is to examine modern Japan’s perception of the islands Ulleungdo and Dokdo through mentions of them in Chigaku Zasshi (地學雜誌), or the Journal of Geography, a journal renowned in Japanese geographical studies around the time Japan allegedly incorporated Dokdo. Chigaku Zasshi was a bulletin published by the Tokyo Geographical Society founded in 1879. The society consisted of the Meiji government’s leading members including politicians, military officials, diplomats, and aristocrats, and this society’s bulletin played a major role in executing the government’s expansionist policies. The following is a summary of the findings uncovered through this study. First, according to Kankai tsugyo shishin (韓海通漁指針), or the Fishery Guide of Seas around Korea published by Kokuryˉuk ai (The Black Dragon Society), an island named “Liancourt Rocks” was discovered in the East Sea, which had never before appeared in any Western or Japanese nautical chart. Second, the island has been justified as Japanese territory that was first affiliated to Okinoshima, Hokinokuni or the Hamada Domain under the Edo Bafuku, but was thereafter handed over to Joseon (Korea) by the Tokugawa Bafuku, and then acquired as part of the Japanese Empire through territorial incorporation in 1905. Third, Japan admits that it once denied its sovereignty over Dokdo. Although the Edo Bafuku and the Daijoˉ-kan’s Department of Geography under the Meiji government acknowledged Korean sovereignty over Dokdo, the island had been an annex attached to Okinokuni, Hokinokuni, and Iwaminokuni long before the ship Le Liancourt discovered “Liancourt Rocks.” And since the island was newly discovered, it became eligible to be incorporated into the territory of the Japanese empire.
