영국의 정치지리학자이며 교육가인 매킨더(Sir Halford John Mackinder)는 신지리학을 제창하고, ‘심장지대’(heartland)의 지정학적 개념을 제시한 것으로 유명하다. 그는 20세기 초 지리학의 학문적 위상을 높이고, 교육체계 내에서도 지리학의 위상 확보에 노력하였다. 그의 신지리학은 지리학이 자연과학과 인문과학의 교량역할을 하도록 만드는데 기여하였을 뿐만 아니라 지정학적 사고는 이후 오늘날까지 커다란 영향을 미치고 있다. 본고는 유라시아를 「역사의 지리적 중심축」으로 묘사한 매킨더의 1904년의 왕립지리학회 발표를 중심하여, 20세기 초 영국 외교정책과의 연속성을 고찰해 본 것이다. 그가 「역사의 지리적 중심축」을 착상한 1903-1904년 겨울, 영국의 국제적 정황을 분석키 위해 먼저 대영제국의 세계정책을 글로벌한 관점에서 접근해보았다. 그리고 이를 전제로 영국의 외교정책과 동아시아 위기와의 상호관련성을 고찰하였다. 기실 에드워드 7세 시대에 외교정책의 구성요소들에는 지정학적인 코드가 함께 하고 있는데, 매킨더의 테제가 이에 직간접적으로 연계되고 있었음은 주목된다. 당시 그의 논거는 영국이나 중앙유라시아의 세력, 양자가 독일의 위협에 직면하여 협조해야할 이유가 증대되고 있음을 논하고 있었다. 영국의 영일동맹과 영불협상의 체결에 따른 유럽협조체제의 변화는 바로 러일개전후 극동 및 유럽정세를 반영한 국제관계의 단적인 사례였다.

This article is to reconsider the geographical pivot of history by setting it in the context of the international history and the British foreign policy in the early 20th century. In a connection with world history, Mackinder’s argument is well grounded in the fundamental elements of British foreign policy and more directly relevant. He emphasized a Russian threat to British interests, but considered that Germany alone only posed a minor threat. Such analysis seems to be in tune with British geopolitical culture around 1904, and with the ideas of the British Prime Minister Arthur Balfour. In fact, Mackinder argued that a combination of Russia and Germany would represent a major peril for Britain.
In this paper, Especially I was to be involved studying the period around the Russo-Japanese War as well as taking into account the history of British foreign policy, and which has focused on how central imperial issues were in the formulation of British foreign policy until 1905. It will involve an analysis of the British diplomatic code and Edwardian foreign policy between 1902 and 1905; and finally, will look in some depth at the situation from the Anglo-Japanese Alliance to the Entente Cordiale. And I was to attempt to reassess the impact of the geographical pivot of history and of Mackinder’s thought on British foreign policy around the Russo-Japanese War.
