Chinese Government has been trying to preserve not only their famous historic-cultural city but also the small cities that has their own legitimacy. The methods have been changed from taking care of castles or buildings to a whole rampart and area. I would like to take a close look on Zhoucun Ancient Mall which is located in Zhoucun District, Zibo City, Shandong Province(山東省 淄博市 周村區), a provincial cultural relics small city in China, and analyze preservation policy on historic-cultural small cities.
Zhoucun District which is in Zibo City, Shandong Province in China, has been grew as a trading city located at south-west long ago from the beginning of the contury Chung in the 17th century. The city wall has been builded and about 20 highly specialized shopping district was developed in the 19th century. In these days, most of the rampart has been demolished. Sishi Street, Choushi Street, Yinzishi street and some shopping district only remain.
Zhoucun Ancient Mall's preservation plan had been started in 1980 but the detailed frame of plan is the start of the ‘Zhoucun Da Street Historic City Preservation Plan’ from 2001. As years go by, Historic-cultural area’s preservation policy took shape as this area’s tour plan, city building plan and other plans were established. In the study, I analyzed the preservation policy on historic-cultural areas around Zhoucun Ancient Mall after 2001, to systematize its characteristics and features.
On chapter 2, I have organized historic-cultural city preservation plan by Law, system and related plans based on asset and city-planning level. After that, I searched the historic-cultural city preservation policy in Korea and Japan. On chapter 3, I overviewed what Zhoucun Ancient Mall has been through and related plans for preserving its own assets and other historic spots. On chapter 4, I searched over the details of regulations and materials of preservation by analyzing ‘Zhoucun Da Street historic-culture city preservation plan’ which was issued in 2001 and ‘Zhoucun Da Street Ancient Mall regulatory plan’ and its features that was the detailed plan issued after ‘Zhoucun Da Street historic-culture city regulatory plan’ in 2008.
On the conclusion, firstly, small city preservation plans has been changed from taking care of the individual assets to cultural district, and its gradually expanding its area. Secondly, plans became focusing on the side of tour rather than caring asset while they are protected by the level of blocks and districts. Lastly, Chinese small city plan of historic cultural area preservation is expanded step by step, as Basic Plan, Regulatory Plan, Constructive-detailed Plan and etc, however, business has the limit and also is not quite getting along with the plans mentioned before because of the trend that Chinese Government takes priority to developing the area around the assets than assets themselves.
This study basically has the limit because it was processed by literature research so that there are also limits on comparing Korea and Japan’s related action plans and process. I will take them as the project in the future.
