Policies related to Confucian Academy have so far focused on conservation and restoration projects. Without considering the original functions of the Confucian Academy or its modern utilizations, the building was left unattended due to poor management. In recent years, there has been an increase in the number of Confucian Academies which utilize the Confucian schools by region and conducts education and experience in new ways based on the idea of nationwide service for the people. The Cultural Heritage Administration has started the Live Cultural Heritage utilization project since 2008, and has been running traditional culture, cultural experiences of scholars and Confucian education programs using Confucian Academies and Schools through the project to Create a living, breathing Confucian Academy and School since 2013. Through this, historical value and meaning of cultural assets are created, and experience, tourism, culture, and tourism industries are induced.
This study found that 9 items were found to be significant differences between Sosu-seowon Confucian Academy and Wolbong-seowon Confucian Academy after evaluating 17 questionnaires about tourism resource development in terms of creation of tourism resource development and facility status, special program operation status, events and tourist acceptance posture in order to activate modern utilization of cultural heritage through questionnaires centered on Sosu-seowon Confucian Academy and Wolbong-seowon Confucian Academy. 'I am satisfied with the experience, educational events and festivals run by Confucian Academy', ‘Classical scholar experience program featuring histories and stories related to Scholars(persons) whom Confucian Academy produces is being run and it is interesting and novel,’ ‘Confucian Academy is operating tourism experience programs for the tourists using food ingredients cultivated in the village near Confucian Academy,’ ‘Confucian Academy operates children programs to make not only personality but also Confucian culture familiar,’ ‘Confucian Academy operates programs for the foreigners,’ ‘Confucian Academy has the information signboard which is a harmonious combination of Confucian Academy’s nature and modern design,’ ‘Confucian Academy builds and operates home pages to promote general facilities, programs, and historical data.’ These seven items were higher in Wolbong-seowon Confucian Academy than in Sosu-seowon Confucian Academy in the difference between.
The results of the factor analysis for analyzing the reliability and validity of the evaluation items of the two Confucian Academies' sustainable tourism resources are classified into 3 factors: 6 items of capacity, 4 items of uniqueness and event capability, 3 items of target program. Besides, the data collected through field survey of two Confucian Academies showed that Sosu-seowon Confucian Academy was superior in some items of capacity and uniqueness, and Wolbong-seowon Confucian Academy was generally superior in terms of capacity, event capability, and program operation by target. Based on this, it was proposed to create of 'Korea theme park' as a sustainable tourism resource development plan for two Confucian Academies, to establish the Wolbong-seowon “Confucian Academy Stay " facility, to develop and operate the specialized programs with the latest IT technology, to strengthen cultural tourism and promotion in connection with the surrounding area of Confucian Academy, to operate the master and doctoral courses, to strengthen exchanges with China, to establish private-public cooperation system and to establish a comprehensive plan for the middle and long term.
Finally, Confucian Academy is supporting the improvement and maintenance of facilities in order to make tourist culture resources of Confucian traditional culture in accordance with the Tourism Promotion Development Fund Act. In addition, the local council ordinance of the two Confucian Academies is being operated on the basis of simple facility management, so Confucian Academy, a spirit of cultural and educational heritage, must function for modern society and become an institutional basis for the regional cultural development and tourism resource.
