다국어 초록 (Multilingual Abstract)

This paper summarizes the achievement of previous research on Gyaesu‐gwan and provides supplement points regarding the coverage, function, and status Gyaesu‐gwan, based on its aspects appeared in Gyeongsangdo Jiriji.
First, as for the coverage, the study attempts to verify the assumption that the standard for initial selection of Gyaesu‐gwan after the establishment of Goryeo Dynasty was highly likely to be the existing Gyeong, Mok and Dohobu. This can be supported by Gyeongsangdo Jiriji which says that Gyaesu‐gwan in Goryeo Dynasty was in four places of Gyeongju, Andong, Sangju and Jinju.
As for the function, the study examines the role of Gyaesu‐gwan by referring the phrase “Gun Hyun Myung Ho Geup Yi Hap(郡縣名號及離合)”. Gyaesu‐gwan’s charge of Euphoseunggang’s task can be interpreted as a part of central power system control. This can be attributed to the fact that tax and service collection were the key roles of Gyaesu‐gwan, in addition to the role as local governor at the same time.
As for the status, inferring from the contents about the local government system in Goryeo Dynasty, it is highly possible that Gyaesu‐gwan was a starting point in the formation of a single system, in which case the status of Gyaesu‐gwan is likely to be high. Even though the previously established theory declared that Gyaesu‐gwan is Gyeong, Mok and Dohobu, some studies argued that a large main prefecture can also be a Gyaesu‐gwan. This actually subsequently stimulated the study on the local government system in Goryeo Dynasty. Nevertheless, questions regarding Gyaesu‐gwan still remain. The examination on Gyeongsangdo Jiriji supports the argument that Gyaesu‐gwan should be Gyeong, Mok and Dohobu indeed.

본 논문에서는 기존의 연구에서 나타난 계수관에 대한 성과를 정리하고, 경상도지리지에 나타난 계수관의 양상을 기반으로 범위, 기능, 위상에 대한 기존 연구의 보완점을 제시한다.
범위에 대해서는 경상도지리지에서 고려시대 계수관이 경주·안동·상주·진주 네 곳 이라 하였기 때문에 이를 바탕으로 고려가 성립된 이후 처음 계수관 설정의 기준은 기존의 경·목·도호부였을 가능성이 크다는 사실을 규명하였다.
기능에서는 '郡縣名號及離合'이라는 구절을 통해 계수관의 기능에 대해 살펴 보았다. 계수관이 읍호승강의 일을 담당하는 것은 중앙의 권력체계를 관할하는 한 부분이었다고 보고, 이것은 계수관의 기능 중에서도 수령의 역할을 함과 동시에 부세수취와 요역수취를 기반으로 한 바탕에서 비롯되는 일이었음을 알아보았다.
위상에 있어서는 고려 지방제도에 대한 내용에서 유추를 하여 계수관이 하나의 계통을 이루는 시작점이었다는 것에 대해 살펴보고, 그렇게 때문에 위상이 높았을 것으로 추측하였다.
기존의 정설에서 계수관은 경·목·도호부라고 하였지만, 일부의 연구에서 큰 주현도 계수관일 수 있다는 추측을 하였고, 그 결과 고려시대 지방제도 연구에 발전이 있었으나, 그럼에도 불구하고 계수관에 대한 의문점이 있어, 경상도지리지를 바탕으로 살펴본 결과, 계수관은 경·목·도호부여야 한다는 사실에 무게를 두게 되었다.
