‘Hwasun Red Cliffs’ has been known as a scenic spot by lots of poets and calligraphers who visited the place since Choi San-doo, born in Gwangyang and sent in exile to Dongbok because of Gimyosahwa, named it ‘Red Cliffs (called Jeokbyeok in Korean)’. Lately it was designated as Cultural Scenic Spot No.112, being recognized for its distinguished scenery and historical–cultural value. But, before the designation as a Scenic Spot, it was designated as the Water Source Protection Area first, which means that the only way to enjoy Red Cliffs was just a view. This research focused on developing its cultural contents to show the historical and cultural factors accumulated at Hawsun Red Cliffs.
Hwasun Red Cliffs stands along a few parts in Hwasun, which is why there are a few different names of that. This study examined the development through individual collections and government compilations, and confirmed the records on Red Cliffs(Jeokbyeok) and Mulyeom Rockcliff(Seokbyeok) from『Donggukyeojiji』(1656) to 『Dongbok Chronicle』(1899). According to the research, Red Cliffs was divided into three parts in 1980, and four in 1993. After Choi San-doo named it ‘Red Cliffs’ for the first time, individual collections and government compilations showed the fact. The development of Red Cliffs is shown in Joseon Maps. Especially,『Dongbok Map in 1872』 shows Red Cliffs graphically and the maps from 1915 to 1985 show the locations of pavilions around Red Cliffs not destroyed by fire that time.
As an amusement place for the neighboring residents, Hwasun Red Cliffs was a big attraction for sightseeing, made the residents feel proud of, and played as a good place for gatherings and communication. But, some parts of Red Cliffs were submerged because of the construction of Dongbok Reservoir, being designated as Water Source Protection Area, which means limitation to the public. Hwasun-gun and Gwangju City had a conflict for tens of years on the matter of opening Red Cliffs to the public. Finally on October 6th, 2014, part of Red Cliffs was open to the public by mutual agreement between Gwangju and Hwasun. After the opening, lots of tourists visited Red Cliffs from all over the country. As a result, its historical and cultural value was recognized and led to the designation as Cultural Scenic Spot No. 112 on February 9th, 2017.
In spite of the historical-cultural value, Red Cliffs has been little utilized except just a view. Thus, it needs to utilize the factors of its intangible culture through a historical-cultural program or story-telling. Accordingly, this study suggests some ways of utilization of Red Cliffs in connection with related upper planning. First, it needs to develop and support general digital source of Hwasun Red Cliffs as historical-cultural resources. Second, establishment of the Red Cliffs Exhibition Hall. Third, expansion of convenient facilities for visitors and publication of the source-book. Fourth, it is recommended to product cultural performance programs such as a project mapping or water-screen show through Media Facede as new tourism & culture contents. Fifth, development of a new tour course to get out of a simple view.
The study reviewed Hwasun Red Cliffs related to the designation as a scenic spot and some ways of its utilization. It is required and expected to continue related researches from diverse views and promote the utilization, using cultural characteristics of Hwasun Red Cliffs with existing historical-cultural resources.

‘화순 적벽(和順 赤壁)’은 기묘사화로 동복에 유배된 광양 출신의 최산두(崔山斗)가 ‘적벽(赤壁)’이라 칭한 이후, 많은 시인 묵객들이 이곳을 다녀가며 명승지로 알려진 곳이다. 최근에는 수려한 자연 경관과 역사·문화적 가치를 인정받아 국가지정 문화재 명승 제112호로 지정되었다. 하지만 이전에 상수도보호구역으로 지정되어 향유하는 방법이 오로지 관람에만 머물고 있는 실정이다. 따라서 본고에서는 화순 적벽에 축적된 다양한 역사·문화적 요소를 드러낼 수 있는 문화콘텐츠로 개발하는 방안을 마련하는 데에 의미를 두었다.
화순 적벽은 여러 곳에 걸쳐서 위치하고 있기 때문에 여러 가지 명칭이 혼재해 있었다. 본 연구에서 개인문집과 관찬기록 등을 통해 그 추이를 파악해 본 결과,『동국여지지』(1656)부터 『동복군읍지』(1899)까지 적벽과 물염석벽의 기록을 확인했으며, 1980년을 기점으로 세 곳으로 구분되었으며, 1993년부터는 네 곳으로 구분되었다. 그리고 처음으로 ‘적벽’이라 칭한 최산두 이후 개인문집과 관찬사료에서 그가 적벽이라 명명했다는 기록을 전하고 있어 그 내용을 살펴볼 수 있었다. 적벽의 추이는 조선시대의 군현지도에서도 볼 수 있었다. 특히『1872년 동복현지도』에는 적벽의 모습이 실감나게 표현되어 있으며, 1915년 지도부터 1985년 지도에서는 적벽 주변에 소실되지 않은 정자들의 위치를 살펴볼 수 있었다.
한편, 화순 적벽은 지역민들의 위락의 공간으로서 주변지역에서 커다란 관광지의 역할을 하였고, 이들에게 자긍심을 가지게 하였으며, 많은 이들의 화합과 소통의 장소가 되었다. 이러한 공간이 동복수원지 확장공사로 적벽 일대가 물에 잠기게 되었고, 상수도보호구역으로 묶여 적벽이 일반인들에게 개방되지 못하였다. 화순군과 광주시는 적벽 개방을 문제로 수십 년간의 갈등이 있었으나, 2014년 10월 6일 광주시와 협약을 맺어 적벽을 부분 개방하게 되었다. 그 후, 전국적인 관심이 모아져 많은 관광객들이 적벽을 찾았다. 그 결과 다양한 역사·문화적 가치를 인정받아 2017년 2월 9일 국가지정 문화재 명승 112호로 지정되었다.
그러나 그 가치가 있음에도 불구하고 그 동안 적벽의 역사문화자원 활용 방식은 관람 위주의 방식이라 역사문화프로그램, 스토리텔링 등 무형문화요소 활용은 미흡한 실정이었다. 이를 위해 본 연구에서는 관련 상위계획과의 연관성을 통해 화순 적벽의 활용 방안을 제시해 보았다. 첫째, 디지털을 기반으로 화순 적벽의 총체적인 역사문화자원 소스 개발과 지원이 필요하다. 둘째, 적벽 전시관을 조성해야 한다. 셋째, 탐방편의시설확충 및 자료집을 발간한다. 넷째, 새로운 관광 문화콘텐츠사업으로 발전하고 있는 미디어파사드를 통해 프로젝트 맵핑, 워터스크린 쇼 등을 결합한 공연문화 콘텐츠도 제작해 볼 수 있다. 다섯째, 관람이라는 단조로운 관광에서 벗어나기 위한 연계코스들을 개발해야 함을 제시하였다.
본 연구에서는 이와 같은 과정을 통해 화순 적벽의 명승 지정과 활용방안을 연구해 보았다. 앞으로도 화순 적벽의 역사문화자원의 연구 및 활용의 활성화를 위해 기존의 역사문화자원과 함께 화순 적벽의 문화적 특성을 연계한 다양한 연구, 활용 사업이 지속적으로 추진되어야 할 것이다.
