The present study aimed to investigate into the declining status of the township area and the perception of local residents for the long-term urban regeneration of the Eupseong area in Naju-si’s downtown area, which is at a serious level, and to derive historical and cultural elements to establish a historical and cultural urban regeneration strategy in which historical characteristics are alive.
For empirical research, the study was classified into three stages: data collection for understanding of the current situation, theoretical review, and urban regeneration strategy. For data collection, visits were made to administrative institutions for gathering of statistical data and current status of Naju City. Also, a field survey on the existence of historical and cultural environments secured by the data collection process was carried out and based on this survey, a questionnaire survey was conducted concentrating on the awareness of local residents about the activation of the township area.
The theoretical review was made through a case study of historical and cultural urban regeneration, and through all of these processes, urban regeneration strategy is proposed.
The spatial range of the study is about 1.5km2 from Geumnam-dong and Seongbuk-dong in Eupseong area in Naju-si’s downtown area, and for the time range, the historical and cultural environments from the Three Kingdoms period to the Japanese colonial period and the industrialization period were considered.
The survey was conducted for two weeks period, from October 29, 2017 to November 11, 2017, for 252 local residents of the Eupseong area. Through the survey, local residents indicated that the urban regeneration centering on environmental resources of history and culture fit with the present situation and it led to drawing out 15 kinds of detailed projects. The sub-areas for the 15 projects were then reconstructed and the final four historical and cultural urban regeneration strategies of the Eupseong area is proposed.
First, to increase the economic ripple effects of urban regeneration projects, urban regeneration core bases that make full use of the local assets of Eupseong region should be created, developed and recreated.
Second, establish the urban regeneration network and promote within a comprehensive policy framework to enhance the effect of urban regeneration.
Third, promote the activation of commercial centers in the downtown by introducing the floating population and improving the shopping environment through various urban and cultural activities.
Fourth, establish urban renewal promotion system through the formation of citizen governance for sustainability of urban regeneration project.
Ultimately, this successful historical and cultural urban regeneration strategy is a vital factor for securing the historical identity of Eupseong area in Naju-si’s downtown area and enhancing the competitiveness of the city as a place of mutual exchange. It will also build a new growth engine of Naju city development by activating tourism, improve the community-based settlement environment, and increase the resident population through happiness housing and expand the overall competitiveness of Eupseong region.
