I have understood the governance system of Joseon period as Sajok governace system by studying the rural history from 1980 decade years. The old documents in the Yangwol family of Gyongju Yi clan published recently contain the documents of Gyongju Yuhyangso show the Sajok governance system of Gyongju region. Yuhyangso organized by regional Sajok have served the magistrate and the Sajok have participated in the ruling system of the region by attending on Yuhyangso. Yuhyangso which is organized by the member who passed the screening, has the rights for screening the member for entering in Hyangan, nominating the member to the Hyangim post, inspecting the lower level official, and arranging the extra tax. There are some restriction for entering in Hyangan, and the members can undertake the Hyangim post. That is why severe restriction has needed. We can suppose that there are many people who want to be a member, because in the regulation of 1654 year they raise the entering fee for the new members. Hyangim elected by the Hyanghoi or general meeting has gorverned the region as an local government office. Hyangchong has severely restricted in coming and out for maintaining the order. Gyongju Yuhyangso write the register for good and evil deed. Most of people written in the book of evil deed was hyangri who has insulted the Sajok and violated the order and abuse the right. Person written in the book of evil deed are punished. Light penalty is the resticting for the post eternally and strong one is to prosecuting to the magister and punishing. On the other hand, they insist the special right and treatment as a Sajok. Yuhyangso is also the subject governing the region, so the documents of Gyongju Yuhyangso in the 17th century show the process of governing the region by Yuhyangso. People admit the competition and Yuhyangso examine and comment the case and the magister have judged the case. We can see the real state of managing the regional governance by Sajok adminstration system in the ``era of Hyangan`` by the documents of Gyongju Yuhyangso.
