본 논문은 최근 고고학계에서 주목받고 있는 고창지역 봉덕리고분군의 축조방법과 축조세력에 대하여 살펴 본 논문이다. 봉덕리고분군은 모두 4기의 대형고분으로 이루어져 있으며, 이 중 발굴 조사된 1호분의 경우 최대길이 70m, 최대높이 10m, 외곽에 주구가 시설된 방대형의 분구묘로 확인되었다. 마한 분구묘의 전통에 매장시설은 백제 중앙의 묘제인 횡혈식석실를 채용하였으며, 특징적인 부장유물로는 고창지역의 재지토기인 ‘고창식 고배’와 백제 중앙세력으로부터 사여받은 다양한 위세품이 출토되었다.
분구의 조성방식과 매장시설, 출토유물 등의 자료를 분석한 결과 봉덕리고분군의 축조세력은 아산면 일대의 분구묘 재지세력이 성장 발전하여 백제 중앙으로부터 일정한 지위를 보장받은 지방의 최고 수장층 세력으로 파악되었다. 전체적인 내용을 논의 순서에 따라 요약·정리하면 다음과 같다.
Ⅰ장에서는 학계에서 논의되고 있는 분구묘에 대한 연구사를 정리하였다. 현재 학계에서 전개되는 분구묘의 변화과정을 살펴본 후, 연구 대상지역인 고창지역에 한정하여 그 동안의 과거 분구묘 연구 성과와 경향을 검토하였다.
Ⅱ장에서는 봉덕리고분군의 축조세력이 성장할 수 있었던 배경을 지리적인 측면과 고고·역사적인 측면에서 검토하였다.
지리적인 측면에서 살펴보면 봉덕리고분군이 위치한 고창군 아산면 일대는 북쪽의 선운산과 동쪽의 방장산이 만나는 점이지대로, 남북으로 왕래하는 유일한 교통로이다. 따라서 아산면 일대는 과거부터 오늘날에 이르기까지 전북과 전남을 연결하는 중요한 육로 교통로로 자리하고 있다. 또한 수로의 측면에서도 고수천을 통해 서해로 나아가거나, 서해에서 주진천을 통해 내륙으로 들어오는 길목에 봉덕리고분군이 위치하고 있다. 따라서 봉덕리고분군이 위치한 아산면 일대는 육로와 수로의 교통 요충지임을 확인할 수 있다.
분묘유적을 중심으로 고고·역사학적 측면에서 살펴보면, 청동기시대 지석묘의 최대 밀집지역으로 알려진 죽림리지석묘군은 봉덕리고분군과 불과 1.3㎞ 떨어져 있다. 삼한(마한)시대에도 봉덕리고분군을 중심으로 반경 2㎞ 이내에 많은 고고유적이 분포하고 있다. 특히 3∼4세기경의 만동유적과 선동유적에서는 환두대도를 포함하여 다량의 철기와 옥(구슬)이 출토되었다. 출토된 유물로 볼 때, 이 세력들은 앞에서 살펴보았던 수로 교통로를 이용한 대외활동을 통해 성장 발전한 것으로 판단되었다. 주목할 만한 사실은 봉덕리고분군과 이격 거리가 먼 유적일수록 철기류와 구슬류가 거의 부장되지 않는다는 점이다. 이러한 사실은 3∼4세기 당시에도 봉덕리고분군 일대가 중심권역이었음을 보여주는 중요 단서라고 여겨진다.
결국 봉덕리고분군이 입지한 고창 아산면 일대는 육로와 수로의 교통 요충지로서 주변과의 대외교류를 통해 청동기시대부터 삼한(마한)를 거쳐 삼국(백제)시대에 이르기까지 중요 거점으로서의 역할을 담당했던 것으로 파악할 수 있다.
Ⅲ장에서는 봉덕리고분군의 전반적인 개요와 발굴 조사된 1호분 분구의 조성 방식과 매장시설의 구조를 분석하여 그 특징을 살펴보았다.
봉덕리고분군은 모두 4기의 대형 분구묘로 구성되어 있다. 발굴 조사된 1호분의 평면 형태는 방대형으로 규모는 최대 길이 70m, 높이 10m에 달하는 고대한 분구묘로 확인되었다.
봉덕리 1호분의 분구 조성에는 정지작업 가운데 삭토법을 이용한 것으로 밝혀졌다. 삭토법은 자연 지세를 이용하여 원하는 방향으로 분형을 깎아낸 후 그 위에 무덤을 축조하는 방법이다. 봉덕리 1호분은 매우 이례적으로 자연 구릉을 절토하여 2개로 분리한 후, 사면을 조정하여 분구를 조성, 대상부에 매장시설을 안치한 것으로 파악되었다. 이는 분구의 축조 단계부터 철저하게 사전 계획에 따라 축조된 것으로 이해할 수 있다. 결과적으로 이러한 독창적인 방법을 통해 高大한 분구의 조성에 필요한 인력과 소요 시간을 최소화하여 거대한 분구를 조성할 수 있었던 것으로 보인다.
봉덕리 1호분의 주 매장시설은 백제 중앙세력의 묘제인 횡혈식석실묘를 채택하였다. 매장시설로 축조된 횡혈식석실은 백제 지방사회에 초출하는 초기 횡혈식석실묘와 같이 연도의 부정형화, 평면형태, 장축방향 등에서 재지적인 요소와 결합하여 다양한 형태로 나타난다. 또한 기존 전통적인 재지묘역이 아닌 새로운 묘역을 조성하고, 새로운 묘제인 횡혈식석실을 축조하는 유형으로 이는 현재까지 조사된 유일한 사례이다. 봉덕리 1호분은 분구는 전통의 방법으로 조성하고, 주 매장시설은 새로운 횡혈식석실을 수용하고 있다. 쉽게 변하지 않는 묘제의 전통성과 보수성 이라는 특성에서 보면 이는 결국 새로운 묘제에 대한 능동적·자발적 수용의 결과로 해석할 수 있다.
결과적으로 봉덕리 1호분은 백제 중앙세력의 석실을 매장시설로 축조하지만 분구의 조성과 주구는 재지의 분구묘 전통을 그대로 이어가고 있었던 것으로 파악할 수 있다.
Ⅳ장에서는 봉덕리 1호분에서 출토된 재지성격의 ‘고창식 고배’와 백제 중앙에서 사여한 위세품 성격의 금동신발과 청동탁잔 등의 유물을 분석하여 그 특징과 성격을 살펴보았다.
출토된 토기 가운데 고창지역에서 창출된 토기로 파악된 ‘고창식 고배’에 대해 형식을 분류하고 그 특징을 검토하였다. 특히 ‘고창식 고배’는 기존에 확인되지 않던 2단 투창의 고배가 가장 먼저 축조된 5호 석실에서 출토되었다. 따라서 기존 1단 투창 고배에 선행하는 2단 투창의 고배가 존재하고 있었음이 확인되었다.
1호분 4호 석실에서 출토된 금동신발은 지금까지 출토된 금동신발 가운데 가장 화려한 것으로 평가되는 가운데 3매의 금속판에 추가적으로 1매의 목깃을 추가하여 총 4매로 제작한 것으로 확인되었다. 그리고 청동탁잔은 무령왕릉 외에 봉덕리 1호분 출토품이 지방에서 출토된 유일한 사례이며, 납동위원소비의 분석 결과를 토대로 백제에서 제작하였을 가능성을 제시하였다. 이밖에도 중국자기, 장식대도, 머리장식, 장식호 등을 대상으로 타 유적의 출토품과 비교하고 특징을 살펴보았다.
Ⅴ장에서는 앞 장에서 분석한 분구, 매장시설과 부장유물을 기반으로 봉덕리 1호분에 대한 축조시기를 검토하였다. 봉덕리 1호분의 매장시설인 횡혈식석실의 특징을 분석한 결과, 중부지역의 한성∼웅진기 초 횡혈식석실묘와 동일한 특징으로 전개된 것으로 확인되었다. 특히 익산 입점리고분군의 횡혈식석실묘와 평면형태, 연도의 변화 등에서 유사성을 확인할 수 있었다. 다만, 그 시기는 봉덕리 1호분이 입점리고분군보다 약간 이른 5세기 초·중엽으로 파악되었다.
부장유물은 금동신발과 중국자기를 중심으로 공주 수촌리유적 출토품과의 비교를 통해 축조시기를 검토하였다. 또한 현재까지 고창 봉덕리 1호분에서 유일하게 출토된 일본 스에키의 토기인 장식호 역시 일본지역과의 출토유물과의 비교를 통해 그 연대를 파악하였다.
이상과 같이 봉덕리 1호분 매장시설과 출토된 유물 등의 특징을 종합해 볼 때 봉덕리 1호분의 초축 시기는 5세기 초에서 중엽으로 파악할 수 있다
Ⅵ장에서는 앞장에서 분석한 결과를 토대로 고창 봉덕리고분군의 축조 세력과 주변세력과의 관계, 특히 백제 중앙과의 관계를 파악하였다.
고창 아산면 일대의 3∼4세기에 해당하는 분구묘 유적 가운데 흑색마연토기가 출토된 만동유적이 주목된다. 흑색마연토기는 백제 중앙양식의 토기로, 지방에서는 그 지역 상위급 분묘에서만 출토되고 있어 당시 백제 중앙에서 지방 수장에게 사여한 위세품적 성격으로 파악하고 있다. 따라서 만동유적의 세력은 백제 중앙과 직접적인 교류가 이루어졌을 가능성이 높은데 이와 연관하여 백제 근초고왕 24년(369년)에 단행된 남방경략과 관련이 있을 것으로 추정된다. 근초고왕의 남방경략 과정에서 고창 아산면 일대는 수로와 육로의 지리적인 요충지로서 중요시되었을 것이며, 이 과정에서 당시 이 지역 기반의 재지세력인 만동과 선동유적 세력은 남방 경략에 일정부분 역할을 담당하였을 것으로 추정된다.
결국 이를 계기로 이 지역 기반의 만동, 선동유적의 재지세력은 백제 중앙과의 교역으로 성장하는 동시에 백제 중앙과의 유대관계를 발판으로 주변세력보다 우위에 설 수 있었던 것으로 파악된다. 결과적으로 이들 재지세력이 성장하여 봉덕리고분군과 같이 고대한 분구묘를 축조한 것이다.
봉덕리 1호분을 조성한 세력은 (최대)동-서 길이 70m, 남-북 너비 52m의 분구에 수평과 수직의 확장과정을 거쳐 최대 높이 10m의 거대한 분구묘를 축조한 것이다. 이 분구묘는 현재까지 확인된 분구묘 가운데 가장 큰 규모로서, 독특한 분구 조성 방식은 현재까지 그 유례를 찾을 수 없다. 분구묘의 매장시설은 백제 중앙의 묘제인 ‘횡혈식석실’ 채용하고, 분구의 조성과 외곽에는 전통 방식인 ‘주구’를 시설하였다. 새로운 것과 전통의 것을 조화시킨 것이다.
그리고 봉덕리 1호분에서는 백제 중앙으로부터 사여된 금동신발, 대금구, 장식대도, 청동탁잔, 중국자기 등의 위세품이 출토되었다. 백제는 지방 거점 지역의 유력한 지방 수장층에게 위세품의 사여를 통해 간접적으로 지방을 지배했던 것으로 파악되고 있다. 당시 백제 지방의 대표적인 재지 수장층의 유적으로는 공주 수촌리유적과 익산 입점리고분군을 들 수 있다. 이 유적들과 비교 검토한 결과 봉덕리고분군 축조 세력 역시 백제 중앙으로부터 일정한 지위를 부여받은 백제 지방사회의 최고 수장층의 무덤으로 파악된다.
한편 5세기 중엽 영산강유역에 등장하는 방대형분(영암 옥야리·나주 정촌고분)과 봉덕리 1호분의 축조 공정별 주요 특징을 비교 검토하였다. 검토한 결과 입지에서부터 분구의 축조 방법, 매장시설의 축조 등에서 공통점과 차이점 모두 확인되는 것으로 파악되었다. 현재 학계에서는 영산강유역 분구묘의 분형는 마제형→제형→방형→방대형(고총)으로 변화하는 것으로 이해하고 있다. 그런데 고창군 아산면 일대에서는 영산강유역과 같은 분구묘 분형의 변화과정을 한 눈에 볼 수 있다. 마제형 단계의 만동유적과 예지리유적→제형 단계의 선동유적→고총으로 가는 중간 단계의 방형분인 봉덕유적→고총화 단계의 봉덕리고분군까지 확인되고 있다.
고창 아산면 일대의 봉덕리고분군을 포함한 주변 세력은 6세기 중∼후엽부터 쇠퇴의 길로 접어든 것으로 추정된다. 그 쇠퇴 원인은 두 가지 측면에서 해석할 수 있다. 백제 사비 천도 이후 성왕에 의해 단행된 국가통치체제에 대한 정비, 그리고 성왕의 전사에 따른 對신라 정책의 변화라는 요인을 들 수 있다.
먼저 백제 성왕시기에 설치된 五方城 가운데 지금의 정읍 고사부리성에 설치된 中方城의 영향으로 파악된다. 당시 고사부리의 속현이었던 흥덕면(좌찬현 상두) 오호리유적 3호 횡혈식석실묘에서는 당시 백제 중앙에서 임명한 관리에게 지급한 것으로 추정하는 “○義將軍之印”명 청동인장이 출토되었다. 따라서 지리적으로 가까운 고창 봉덕리고분군 축조 세력의 역할이 축소되고 그 지위가 점차 낮아졌을 것이다.
두 번째 요인으로는 성왕의 전사에 따른 對신라 정책의 변화로 파악된다. 백제는 신라와의 전투에서 성왕이 전사하자 이후 위덕왕(재위;554∼597년)과 무왕(재위;600〜641년)기에는 신라와 적대관계를 형성하고, 수 차례의 전쟁을 치른다. 이러한 관점에서 신라와 국경지대였던 남원-임실 등 전북 동부지역이 상대적으로 중요시될 수밖에 없었을 것이다. 이러한 배경도 6세기 후반 이후 서부지역에 위치하고 있는 고창 아산의 봉덕리고분군 세력이 쇠퇴하게 된 중요한 이유 중의 하나가 되었을 것으로 보인다.
이상의 내용을 정리하면 3∼4세기 재지세력인 고창 아산면 일대 분구묘 축조세력은 지리적인 이점과 백제 중앙과의 교류를 발판으로 성장 발전하여 결국에는 고창을 위시하여 주변지역의 최고 재지 수장층으로 성장하였으며 5세기를 전후해서는 백제 중앙으로부터 그 지위를 부여받은 것으로 파악되었다. 그리고 이들 세력의 최고 융성기에 남긴 고대한 분구묘가 봉덕리고분군이라 할 수 있다.

In archeology, the remains of tombs are treated to be more traditional and conservative than other archaeological data. The emergence of large tombs in local society under the ancient political system could indicate that there was an organic relationship of roles between the central and local power groups. In other word, it can be understood that the influence of the central power spread directly and indirectly to the local society.
This paper examines the construction methods of the ancient tombs and the power group who constructed them in the area of Bongdeok-ri, Gochang, which recently have gained attention in the archaeological circles. The ancient tombs in Bongdeok-ri consist of four large-sized tombs. Among them, the tomb No. 1 which was excavated and investigated was identified as a square-based mounded burial with encircling ditch measuring maximum length of 70m, and maximum height of 10m installed. The tomb was found to have adopted the tradition of Mahan-type mounded burials and their burial facilities employed the stone chamber tomb with horizontal entrance of the typical Baekje central tomb system. Of characteristic burial accessories, excavated were ‘Gochang-style high-heeled cups’ of local earthenware together with variety of prestige goods that were granted from the central power group of Baekje.
The analysis of these materials confirmed that the power group which constructed the old tombs of Bongdeok-ri was the local elite who started in the area of Asan-myeon and grew and developed eventually to gain guarantee for a certain position from the central government of Baekje. The overall contents may be summarized and organized in accordance with the order of discussion as follows.
In Chapter I, summed up is the history of studies on the mounded burials as recognized in the academic circles and examined the process of changes in the mounded graves as discussed in the current academic community. In addition, the outcomes and trends of the preceding studies on the old mounded burials were reviewed only in the limited research area of Gochang.
In Chapter Ⅱ, the background of the growth of the power group who constructed the tombs in Bongdeok-ri was examined in terms of geographical and archaeological · historical aspects.
From the geographical point of view, the Asan-myeon area where the old tombs of Bongdeok-ri are positioned is the only transportation route to the north and south as it is the transitional zone where the Mt. Sunwunsan to the north meets the Mt. Bangjangsan to the east. As such, the area around Asan-myeon has been an important crossroad linking Jeonbuk and Jeonnam provinces since the past till today. Even with respect to the waterways, the old tombs in Bongdeok-ri are located on the way out to the West Sea through Gosucheon Stream or on the strategic corner leading to the inland from the West Sea through Jujincheon Stream. It could be thus seen that the area around Asan-myeon, where the old tombs of Bongdeok-ri are, is a transportation hub for both road- and waterways.
In view of the archaeological and historical aspects with a focus on the remains of the grave, the area of Juklim-ri, known as the largest densely concentrated area of the Bronze Age dolmens, is just 1.3km from the old tomb cluster in Bongdeok-ri. Many archaeological sites of even the Samhan (Mahan) era are distributed within the radius of 2km around the old tomb group in Bongdeok-ri. Especially from the ruins in Mandong and Seondong of approximately the 3rd and 4th centuries were unearthed a large amount of ironware and jade (beads) including a big sword with ring pommel. Judging from the excavated relics, these power groups were believed to have grown through external activities by making good use of transportation. It is particularly noteworthy that the farther from the old tombs of Bongdeok-ri the relics are, the less ironware and beads were buried with the corpse as personal belongings. This is why it is estimated that the area of the old tombs in Bongdeok-ri was the central part at that time.
As a result, it became obvious that the area in Asan-myeon, Gochang where the old tombs of Bongdeok-ri are located had served as an important hub of transportation for foreign exchanges with the surroundings from the Bronze Age through Samhan (Mahan) era to the period of the Three Kingdoms.
The Chapter Ⅲ deals with a general overview of the ancient tombs cluster in Bongdeok-ri and an analysis of the unearthed tomb No. 1 to survey the process of its formation and the characteristics of its composition as well as its burial facilities.
The Bongdeok-ri tomb cluster consists of four large mounded burials. The platform of the excavated tomb No. 1 was identified to be a square-based large-sized ancient mounded burial with a maximum length of 70m and a height of 10m.
It was revealed that the soil cutting method was used to prepare the land for making mound for the tomb No. 1 in Bongto-ri. The soil cutting method is a method of cutting soil to form a piece of mound in the desired direction by using the natural shape of terrain and then constructing a grave on it. The Bongdeok-ri tomb No. 1 was found to have been constructed by exceptionally cutting into natural hills and separating them into two, and after adjusting the slope, the burial facilities were placed on the prepared platform. This can be understood that the tomb was constructed thoroughly according to the preliminary plan from the beginning. As a consequence, this unique original method seems to have made it possible to create huge and high mounds by minimizing manpower and time required for the construction.
The main burial facility of the tomb No. 1 in Bongdeok-ri adopted the same stone chamber with horizontal entrance as the grave system used by the central power group of Baekje. The stone chamber with horizontal entrance, which was constructed as a burial facility, shows various forms in combination with local factors such as irregular airflue, planar shape, direction of long axis, etc. as seen in the stone chamber tombs with horizontal entrance that started appearing in the local community in Baekje. Moreover, this is the only case investigated to date in that it is a type of creating a new cemetery and building the new tomb system like stone chamber with horizontal entrance rather than using the existing local traditional cemetery or building a new cemetery. The tomb No. 1 in Bongdeok-ri followed the traditional method in constructing the mound but its main burial facility adopted the new stone chamber system with horizontal entrance, leading by thus to an interpretation that the new tomb system was accepted actively and voluntarily from the viewpoint of the traditional and conservative nature of the tomb system which does not change easily.
Consequently, it can be said that the tomb No. 1 in Bongdeok-ri accommodated the local tradition of mounded burial in constructing the grave and encircling ditch although the stone chamber was built in the manner Baekje's central power group used.
In chapter Ⅳ, related artifacts excavated from the tomb No. 1 in Bongdeok-ri were analyzed and their nature and characteristics were examined.
Among the excavated earthenware, the types of “Gochang-style high-heeled cups” which are recognized as earthenware created in Gochang were classified and reviewed. Furthermore, the characteristics of gilt-bronze shoes, bronze cups with stand and Chinese ceramics, etc. which were granted as sort of prestige goods from the central government of Baekje were compared with the excavations of other relics to determine their features.
In Chapter V, the timing of construction of the tomb No. 1 in Bongdeok-ri was determined on the basis of the burial facilities and accessories. From the analysis of the features of the stone chamber with horizontal entrance as a burial facility of the tomb No. 1 in Bongdeok-ri, it was confirmed that it developed the same characteristics as those of the stone chamber tomb with horizontal entrance in the beginning of the Hansung-Woongjin period. In particular, the similarities could be found in the stone chamber tomb, planar shape, and change of year, etc. in the ancient tombs of Ipjeom-ri, Iksan. However, the period of the tomb No. 1 in Bongdeok-ri was presumed to be the beginning or mid of the 5th century, a little earlier than than that of the tomb cluster in Ipjeom-ri.
The timing when the buried accessories including gilt-bronze shoes and Chinese ceramics were made was examined by comparing them with the relics excavated from the remains in Suchon-ri, Gongju. The timing for Japanese earthenware Sueki, the only decorative jar having been excavated so far from the tomb No. 1 of Bongdeok-ri, Gochang, was also examined by comparing it with the relics excavated in Japan.
In view of the characteristics of the burial facilities and other relics excavated from the tomb No. 1 in Bongdeok-ri, it can be presumed that the timing for the first construction of the tomb could be either the beginning or mid of the 5th century.
In chapter VI, attempts were made to investigate the relationship between the power group who constructed the tombs of Bongdeok-ri, Gochang and the central power group of Baekje, based on the results analyzed in the previous chapters.
Noteworthy among the remains of the mounded burials in the area of Asan-myeon, Gochang are those of Mandong including particularly the black burnished pottery which was unearthed from the relics presumed to be from the 3rd to the 4th centuries. Since the black burnished pottery was an earthenware of the central Baekje type and has been excavated only from the upper-level graves in the province, it is regarded to be a sort of prestige goods which were granted from the central government of Baekje to a chief of local province. It is thus highly likely assumed that the people of the Mandong ruins had direct exchanges with the central power group of Baekje. In this respect, it is thought to have been related to the southern operation that was executed by King Geunchogo, Baekje Kingdom during his reign of 24 years (369). In the process of King Geunchogo’s southern operation, the area of Asan-myeon, Gochang must have been an important geographic point for transportation by water and land, and there was great probability that the forces of Mandong and Seondong which were then local power group played certain roles in that process.
As a consequence, it is believed that the local forces from the remains of Mandong and Seondong who based in the province were able to grow thanks to trade with the central power group of Baekje and, based on these ties, could stand out as an advantage group among the neighboring forces. In sum, it was the local political power group who grew to construct such high and large mounded burials as the ancient tombs of Bongdeok-ri.
The tomb No. 1 in Bongdeok-ri was constructed on the mound and expanded to a gigantic mounded burial with 10m high and 70m long (maximum) in the east-west and 52m long in the north-south after vertical and horizontal expansion. As the largest of the tombs identified so far, the tomb employed a unique method of creating the mound. No other similar example has not been found to date with such a unique way of creating a mound. The burial facility of the mounded tomb adopted the tomb system of ‘stone chamber with horizontal entrance’ used by the central government of Baeckje. For construction of the mound and surrounding facilities, an ‘encircling ditch’ was built as a traditional method as part of efforts to bring harmony between the new and traditional ones.
Besides, excavated from the tomb No. 1 in Bongdeok-ri were such prestige goods as gilt-bronze shoes, metal belt, ornamental sword, bronze cup with stand, Chinese ceramics, etc. which were granted from the center of Baekje. The Baekje Kingdom is known to have indirectly ruled the provinces by granting prestige goods to the prominent heads of local provinces. Some of the representative ruins of the provincial chiefs at that time include the remains of Suchon-ri, Gongju and the old tombs cluster in Ipjeom-ri, Iksan. A comparison with these ruins suggested that the tomb in Bongdeok-ri is also a tomb of the highest man in local community of Baekje, who was appointed a certain position from the central government of Baekje and exerted a fair amount of influence on the local community.
Meanwhile, compared and examined were the main characteristics of each construction process for the square-based tombs (ancient tombs in Okya-ri, Yeongam and Jeongchon, Naju) and the No. 1 tomb in Bongdeok-ri that began appearing on the Yeongsan River basin during the mid-fifth century. From the comparison, it was learned that there are both commonalities and differences in construction of the mound and installation of the burial facility. Currently, the academic community understands that the style of the mounded burial on the Yeongsan River basin changed from horseshoe type to trapezoidal→rectangular→square-based (high-mound tomb) mounds in order. The area in Asan-myeon, Gochang is the place where we can see at a glance the process of change in the form of mounded burials as seen on the Yeongsan River basin. In this area, all types of old tombs could be identified including the remains of Mandong and Jeji-ri in the horseshoe stage → those of trapezoidal stage in Seondong → those of rectangular mound as an interim stage toward high-mound tomb in Bongdeok → and those of old tomb in Bongdeok-ri in the stage of high-mound. In this perspective, the area in Asan-myeon, Gochang is expected to serve as an intermediary link for studies on the mounded burials, which connects the Jeonbuk and Jeonnam regions, and furthermore, the Geumgang (Chungcheong) and Yeongsan River basins.
The forces of the peripheral areas, including the old tombs in Bongdeok-ri, Asan-myeon, Gochang, are believed to have declined since the middle and late sixth century. The cause for such decline may be interpreted in two ways. One is the overhaul of the national governance system boldly introduced by King Seong in Baekje following transfer of the capital to Sabi and another is the change of policy toward Shilla after the King Seong was killed during the war.
First of all, it is estimated that there was an influence of Jungbang Castle(中方城) constructed in current Gosabu-ri, Jeongeup out of the five castles(五方城) which were installed during the reign of King Seong in Baekje. From the stone chamber tomb with horizontal entrance, the Ohori Relic No. 3 in Heungdeok-myeon (Sangdu, Jwachan-hyun), one of administrative units in Gosabu-ri, excavated was a bronze seal with inscription “○義將軍之印” which was supposedly granted to an official appointed from the central government of Baekje. As a consequence, the role of the power group who constructed the old tombs in Bongdeok-ri, Gochang, which is geographically close, might have been reduced and their status should have decreased gradually.
Secondly, there was a change of policy toward Shilla due to the death of King Seong in the battle. Subsequent to killing of the king in the battle against Shilla, Baekje formed a hostile relationship with Shilla and fought many wars against i during the period of King Wideok (554-597) and King Mu (600-641). From this point of view, the eastern part of Jeonbuk, such as Namwon-Imsil, which bordered with Shilla, would have been regarded relatively important. This background may presumably have been one of the important reasons for the decline of the Bongdeok-ri forces from the late sixth century onward.
To summarize the above, those who built the mounded burials in the area of Asan-myeon, Gochang as a local power group during the 3rd and 4th centuries started to exchange with the central forces of Baekje, and grew and developed by utilizing this relationship as a springboard. In the end, they are found to have grown to be the highest local power group, given the guarantee for such status from the center of Baekje and exercised a certain amount of influence in the area surrounding Gochang around the 5th century. It may be said that the high and large ancient tombs in Bongdeok-ri are the evidence left behind by the power group at its peak.
