최근 다문화주의 정책을 중심으로 한 지배적 담론과 제도적 실천이 소수자로서 여러 민족집단의 ‘스스로의 목소리내기’의 정치를 차단하고 있다. 현상으로서의 ‘다문화주의’는 기술적 용어이지 분석적 개념은 아니며, 정책으로서의 ‘다문화주의’는 궁극적으로 민족국가의 제도적 개념이지 비판적 도구가 되지는 못한다. 특히, 지리적 측면에서 ‘다문화’라는 표현은 특정한 지리적 스케일에서의 공간을 외부와 구분 짓고 차별화하는 동시에 보다 작은 지리적 스케일에서의 문화적 차이를 등질화하는 일종의 스케일의 정치적 재현이다. 이런 점에서 인종 및 민족집단 개념은 외국인 및 이주와 관련된 현행의 논의를 분석하는 데에 보다 생산적이며, 계급 및 젠더와의 상호 교차를 보여줄 수 있다는 측면에서 보다 정치적일 수 있다. 본 논문은 다문화주의에 초점을 둔 최근의 학술적, 대중적, 탈정치적 서사가 인종 및 민족집단에 초점을 둔 서사로 이행하여 재정치화되어야 한다는 문제의식 하에, 인종과 민족집단의 개념을 검토한 후 이에 대한 지리적 논의의 전개 및 변화 과정을 추적하고자 한다.

Recently the ethnic minority politics of voicing-out and self-empowerment has been undermined by hegemonic discourses and instituional practices, which are led by a series of governments’ multiculturalism policies. While multiculturalism as a phenomenon if a descriptive term rather than an analytic concept, multiculturalism as a policy is an institutional concept rather than a critical political instrument. Also, approached from the geographic perspective, the term ‘multicultural’ generates a certain border between inside and outside and differentiates each other, Subsequently, at a smaller geographic scale, it frequently homogenizes internal cultural differences. We therefore argue that the term could be a result of the scalar politics of representation. This paper examines the historical and transitional trajectory of the terms ‘race’ and ‘ethnicity’, and investigates how such terms have engendered, developed, and changed historically particular geographic knowledges.
